4. The following table summarises and compares the work of the year and that of the preceding year in the three areas Observations of chimneys. [...] The decrease in the number of observations and visits to factories is due to the fact that the Smoke Nuisances Inspector had to assist in the boiler inspection work on a number of occasions. [...] The dual control of the Municipal authorities and the Smoke Nuisances Department on the question of erection of furnaces and chineys was causing delay in the issue of licenses and in some cases conflicting instructions issued to the factory owners by the two different deparments was causing much inconvenience ; on several occasions this resulted in additional expense to the owners for the al [...] The introduction of Section 9-A and 9-B requiring the Commission's approval of the plans of the proposed furnaces flue and chimney is not yet generally known to the smaller industrialists and therefore some trouble is experienced in enforcing the provisions of the Act. [...] The complete electrification of the local trains on both the railways has been a boon to the public inasmuch as the nuisance arising out of the emission of smoke from the locomotive funnels has been completely eradicated.
