On what it is the fashion to call the repressive side" of our policy we rely on steady pressure and a gradual strengthening of the resources of Government letting no spportunity slip of perfecting both the protective and the combative elements in our armoury. [...] Bengal has contributed her full share towards the coat of the Army in India and it is the most natural thing in the world that when conditions are disturbed the security services should be reinforced by the posting of troops in the Province. [...] The problem facing the Government of the future—a problem in the solution of which I hope the Government of to-day may be privileged to play some part—is to find means of arresting this downward movement of which as it seems to me one symptom if it is not a cause lies in the outpouring of an annual flood of youths inadequately equipped with a purely literary education for whose energies no le [...] To find a remedy will tax to the highest the ingenuity and the statesmanship of all the best elements in the Province and in saying this I recognize that Government and those who are normally ranked among its supporters have got no monopoly of those qualities."6 It will require not only a scale of expenditure greatly in excess of that at present being incurred or possible of contemplation —on edu [...] I fervently hope it may be so and once again I invite all thinking people who have any affection for the land in which we live or for its people to ponder this problem and to realize how far the need for peace and tranquility transcends any consideration of the comfort or convenience of the Government of the day.
