We would only add that the difficulties of the second class and the shortcomings of the third class are equally the concern of the first class. [...] We must ascertain whether speaking generally the child is born of healthy parents the care it receives in babyhood the discipline enforced both before and during the school period the chances of temptation at 'the critical period after leaving school the desire of the parents and the extent of the sacrifice tohey are prepared to make for the best available education for the boy or girl t [...] 6. We refrain from enlarging on the question of responsibility beyond urging with all the emphasis at our command that the community exists because of the coming to India of various European peoples and that it is the obvious duty of the immigrant European community to accept the gburden of the troubles to which communally it has given birth. [...] The importance of the question of housing on the condition of the community is well exemplified by the fact that the Sub-Committees og. [...] One of the Svb-Committee's conclusions it that for the majority of Anglo-Indians the objective must be to make them skilled workers the necessity for securing greater thoroughness is insisted on while the correltion of the work of schools with the requirements of employers and technical and professional institutions is advocated.
