Where the landlord also happens to be the financier his power becomes "immense". In the Eastern ditricts of the Province the position of the cultivator or landless labour approximates to that of serfdom. [...] This is especially apparent in the Eastern part of the Province:\ Pressure on the soil and lack of alternative methods of gainful employment add to the distress of the peasants. [...] For example the carpenter in the North-west region of the Province was substantially a different type of craftsman than the individual following the same trade in the Eastern region. [...] In the fuller apprecition of the facts of our rural economy lies the first step towards the building up of a happier healthier and more effective India of the future. [...] In addtion to these Government approved this-time the utilization of the services of Economic Intelligence Inspectors in the districts for inquiries in "random sample" villages and of those of (1) Village School Teachers (2) Surpanches of Punchayts and (3) Mukhias of the villages wherever they existed for inquiries in both "random" and "non-random" villages.
