Report on the work of the Indian Posts and Telegraphs Department 1937-38

1938

Centralisation of Telephone Revenue Accounting Work.—Til view of the considerable expansion of the telephone activities of the Department and the need for a careful check to prevent frauds and consequent loss of revenue the organisation dealing with the preparation of bills and the collection of telephone revenue was subjected to a detailed examination. [...] Under the old system the work of the detailed check of trunk tickets and the preparation of trunk call as well as of subscribers' bills and all other work conected therewith was mainly performed in a section of the offices of the different Heads of Circles. [...] The year under review marked the introduction of an extended! stores organisation under Nthich all the stores held in the Engineeing Divisions of the Department were brought under the direct control of the Controller of Telegraph Stores and made subject to the same system of strict accounting as prevailed in the large. [...] Coincident with the establishment of the divisional depots. the whole system of accounting of the value of stores issued to works was revised and the executive staff is now in a position to ascertain within two months of the receipt of stores the total amount which is debitable to the estimate concerned. [...] The reduction of M. 53-72 lakhs is due partly to the surplus of the year 1936-37 (after allowing for the rebates on account of the loss on telegraph traffic at press rates and that on the non-commercial activities of the Radio branch) and partly to the relief of 24 lakhs granted to the Department to cover the cost of pensions of oflieers serving in Burma which were in course of payment in India
