In addition to these grants provided from the receipts of the year the departments had at their disposal 6592 lakhs from departmental balances 116'93 lakhs from the supluses of the past triennium and 878 lakhs from the interest on the Famine and Industrial reserves or a total of 191'63 lakhs out of which they spent 145'24 Mks making thus a total service expenditure for the year of 829 63 [...] On the other hand meeting the whole of the famine expeniture as part of the ordinary expenditure of the year in which tilt famine after a cycle of years happens to occur abnormally exagerates the position as regards expenditure of that year." " One of the problems to which the Financial department prposes to address itself in the coming year. [...] The savings from departmental grants shall be placed at the credit of the department concerned for expenditure during the years of the contract and at the end of the third year one half of the amount of the un-expended surplus of each deparment will be carried forward to its credit for the next period of the contract but the savings by reduction under the following heads will lapse entirely to [...] balances and extraordinary grants from the revenues of the year but a provision in the budget amounting to 81 93 lakhs from the unspent surpluses of the past triennium to which an addition of 35 lakhs was made in the course of the year. [...] In the following statement column 3 represents the adjustments of previous savings and also the lapses from the savings of the extraordinary grants given in 1338 and 1339 F. which were taken to the credit of the Dpartmental Balances for expenditure in 1339 and 1340 F. and a moiety of which will not be carried to the credit of the departments in the next triennium but will lapse in full.
