It comprises that part of the Burdwan Division which lies to the east of the rolling country practically the whole of the Presidency Division lying to the north of the Sundarbans and a consigerable portion of the Rajshahi Division inwards the north and north-west. [...] With the exception of the Madhupur jungle this covers the whole of the Dacca Division the two districts of Noakhah and Comilla of the Chittagong Division and the south-eastern portion of the Rajshahi Division lying between the Pudma and the J amuna. [...] The entire wash of northern and a good part of western India the washes of the hilly tracts bordering the province in the north and the norteast and the high lands of west Bengal are carried into Bengal by the main rivers—the Ganges the Brahmaputra and the Meghna. [...] The deterioration in the health and fertility of Murshidabad Nadia Jessore and the north and western parts of Faridpore as also of the district of Hooghly and the eastern part of Burdwan and even part of Midnapore are all due to this one single cause—the change in the course of the Ganges. [...] It will thus appear that the primary cause of the deterioration in a large part of the western and central Bengal including 1 aridpur is the gradual eastward shift of the Ganges and in north Bengal the change in the course of the Tista and that in any scheme of resuscitation of the province the control and diversion of these two rivers namely the Ganges and the Tista will constitute the major
