D. dated 10th July 1905 with endorsement to the Director General of Commercial Intelligence of the same date saying that the Upper India Chamber of Commerce may send a representative to the conference held at Bombay by the Director General of Commercial Intellgence prior to the fixation of the tariff values of cotton goods. [...] The Chamber urge that the fixing of these tariff values in consultation with the Customs officials at Bombay the Bombay Milowner's Association and such other authorities as the Government of India may think it necessary to refer to involves a departure from the intention of section 7 of the Cotton Duties Act sub-section 8 (a) of which lays down that the " real value " of cotton goods shall [...] ' The Chamber urges that under the system adopted by the Government of India of fixing the tariff values these are based not on the real value of the goods " at the place of production" but on the sale prices obtaining in Bombay. [...] dated the 22nd May 1905 received from the Secretary to the Upper India Chamber of Commerce on the subject of the System under which the tariff valuations of cotton goods manufactured at Cawnpore are fixed for the purposes of section 6 of the Cotton Duties Act 1896 (II of 1896).
