The guiding principle in the selection of centres of survey was to make the survey regionally representative so as to discover differences in the conditions of labour in the same industry in different parts of the country. [...] Before the Commencement of field work all the Supervisors (with the exception of those working in Bengal) were called to the Committee's headquarters at Simla and given detailed instructions on the technique and scope of the enquiries to be onducted by them the manner in which they were to submit their data and the centres and units which they were to investigate. [...] Towards the end of the same year and on the initiative of the Governor-General of India the first government press was established in India. [...] The following table shows the growth of employment in this industry in the province between 1938 and 1943 and the predominant position of the capital city. [...] During the course of this survey an attempt was made to discover the length of service of workers in the units in which they were employed at the time of the enquiry.
