The events which contributed to bring about this change were (i) The enactment of the Rowlatt Bill in the teeth of the united opposition of all Indian elected members of the Imperial Council ; (ii) The incidents in the Punjab reading up to and rsulting from the shooting at Jallianwala Bagh ; and (jii) The Treaty of Sevres. [...] A somewhat curious instance of the perversion of the intentions of the authors of the Montague-Chelmsford Report occurred in one province where it was found more convenient to provide the leader of the strongest party in the legislature with a seat in the Executive Council and in the Ministry. [...] Section 84A of the Government of India Act the aspect of the -question which demands consideration is whether the backwarness of education and the illiteracy of the mass of the people should be regarded as impediments to the growth of responsible government. [...] In the Legislative Council of the Governor-General the same principle was even more sparingly applied four seats being filled on the recommendation of the unofficial members of the four provincial councils and one on the recommendation of the Calcutta Chamber of Commerce.
