In the former district a rise by 20 per cent was due to regular supply of liquor to those shops which remained closed for about two months in the previous year while in the latter the rise by 27 per cent was due to the presence of the military personnel in the disturbed areas on the border of the Hyderabad State and the influx into the district of a large number of refugees from that State. [...] The movement however subsided when the President of the District Congress Committee and the Deputy Commissioner explained Government's policy to the leaders of the movement. [...] Anti-drink propaganda was however started by the Tahsildars with the co-operation of public in the last quarter of the year under the instructions from the Deputy Commissioner. [...] In Jubbulpore district there were occasional demands for the closure of certain shops and the contemplated prohibition of the possession of liquor in the shopless zone of the district was wecomed by the public. [...] The rise in the number of madak smokers in the iNarsinghpur Sub-division and the Raipur district was due to careful enumeration by the Excise staff while in the Bilaspur district it was due to arrival of refugees some of whom were found to be opium smokers.
