The Committee recommend that the 200 members of the Upper House should be chosen in the main to represent the compnent Units—the Provinces of British India and the States—and that the representatives of the British Indian Provinces should be elected by the Provincial Legislatures.1337 the single transferable. [...] On the 'other hand while the Committee for the reasons given are not prepared to advocate the nomination of members in either Chamber to represent the Crown or Crown interests they are impressed with the desirability of securing to the Federation the services in the Upper Chamber of persons of the elder gtatesman type with an experience of public affairs both in the political sphere and outsi [...] In their view since the Supply required by the Federal Government will be required for the common purpoges of the Federation (or for the common purposes of British India) there is no logical reason which could be adduced in favour of depriving the representatives of the Federal Units in the Senate of a voice in the appropriation of the revenues the responsibility of raising which they would sha [...] The Committee did notfind time during the first Session of the Conference to consider the subject of Federal Finance " which may be summarily described as the question of the apportioment of financial resources and ohligattons between the Federation and the Units. [...] The Committee are of opinion that an appeal should not lie froth the Federal Court to the Privy Council except by leave of the Court itself thoegh the right of any person to petition the Crown for special leave to appeal and the right of the Crown to grant such leave would of course be pitserved; some delegates were however of opinion that the Federal Court should be a final Court of Appeal.
