Finally the Government of Assam state that one of the important respects in which the expectations of the framers of the reforms scheme have been falsified is the fact that a section of public men considerable enough in numbers and ability to influence the councils is actively hostile to the present constitution and declines to work it as reasonable men. [...] The Bengal Government say that the obstacle which is the Views of the Bengal root of all the difficulty in working the transGovernment. [...] A policy of rigid economy has been pursued during the last two years mainly at the expense of the reserved side of the administration and it is impossible too ignpre the fact that the financial control exercised by the council has seriously constricted the adminiStratiOn of reserved subjects REPORT OF THE REFORMS ENQUIRY COMMITTEE. [...] The Punjab Government point to the difficulties which faced the authors of the reforms scheme owing Vicws of the Pun to the division of India into areas widely diffeGovernment. [...] The main criticism which is made against the departments adminitering the transferred subjects is that the Ministry of Education has subordinated the interests of its departments to the support of the communal interests of Muhammadans.
