The Revenue Commissioner has the honour to forward the Report submitted by the Superintendent of Salt and Excise on the administration of the Excise Department in Sind for the year 1938-39 and to make the following observations. [...] The increase in the former was mainly due to large imports of bottled beer from the United Kingdom and Gemany while the decrease under the latter was due to the carrying 'over of surplus stocks of the preceding year. [...] The decrease in charas is shared by all the districts and is due to the enhancement of duty and cost of the drug and consquent increase in the selling rate. [...] The details of the arrears outstanding and collections made during the year and the balance to be recovered are in columns 3 6 and ro respectively of Appendix E. The total amount of arrears outstanding at the beginning of the year was Rs. [...] The figures shown in column 5 of Appendix C represent the area sown during the year the produce of which will appear in the return of 1939-40.
