The guiding principle in the selection of centres of survey was to make the survey regionally representative so as to discover differences in the conditions of labour in the same industry in different parts of the country. [...] Before the commencement of field work all the Supervisors (with the exception of those working in Bengal) were called to the Committee's headquarters at Simla and given detailed instructions on the technique and scope of the enquiries to be conducted by them the manner in which they were to submit their data and the centres and units which they were to investigate. [...] With the commencement of war the dockyards in the various parts of the world assumed great strategical importance and with the fall of Hong Kong and Singapore the dockyards in Bombay became the major dockyards in the East. [...] The following table is based on the estimates of the managements and shows the percentage of absenteeism in the other docyards except Mazagon which has the pa/a: system. [...] The Chairman of the Committee is one of the senior officers of the department and the Labour Welfare Officer is an ex officio member of all departmental Welfare Commitbee The Committees deal with matters relating to the welfare of the workers in the department concerned.
