Memorandum Reviewing the work done by the Railway Board in Staff and Labour Questions from April 1929 to January 1931

At the request of the Agent of the East Indian Railway the Railway Board deputed the same officer again in July 1930 to undertake an investigtion into the rates of pay of the workshop staff of the East Indian Railway under the direction of the Agent. [...] The progress made during the last 2 years has been considerable and on the conclusion of the investigtion into the wages of the lower paid employees on the State-managed Raiways the Board have now embarked on a similar investigation into the scales of pay of the various categories of the subordinate staff on the State-managed Railways in India. [...] The final draft of the Rules and Instructions prepared to give effect to the Indian Railways (Amendment) Act of 1930 was discussed with a deptation of the All-India Railwaymen's Federation in September last and after a further examination by the Board the Department of Industries and Labour and the Legislative Department the rules were published in the Government of India Gazette dated the 31 [...] The rules as so amended were carefully considered by the Board from the point of view on the one hand of the administrations and the safety of the travelling public and of the employees or of their fellow workers and on the other with the object of ensuring that they do not cause hardship to the employees. [...] Arrangements have been made by the Board to watch the observance of the undertakings conveyed in the communique and of the instructions issued by the Board and to keep the Federation informed of the progress made in the re-employment of the strikers.
