Though I have said that the Government of India have always had the highest regard and respect for the recommendations of the Royal Commission and in particular to the recommendations regaring the Industrial Council yet I must say that the Government of India have held the view for some time that the establishment of an Industrial Council on the lines suggested by the Royal Commission is somew [...] the Trade Disputes Act 1929 provides inter alia for the appointment of Courts of Inquiry and Boards of Conciliation for the investigation and settlement of strikes for the levy of penalties for sudden strikes and lock-outs in public utility services and for illegal strikes and lock-outs and for the appointment of conciliation officers to mediate in or promote the settlement of industrial dispu [...] The Bombay Trade Disputes Conciliation Act 1934 provided for the appointment of a Labour Officer whose chief duties were to secure the redress of the grievances of the workers in the Textile industry in the City of Bombay and for the appointment of the Commissioner of Labour as the Chief Conciliator to bring together the two parties to a dispute with a view to effect a settlement. [...] It is proposed to constitute judges of the District Courts in the mofussil and of the City Civil Court in Madras as Industrial Courts and to associate with them in the capacity of assessors a representative each of the employers and the workers directly concerned in the dispute. [...] He explained that in Madras a bill for the prevention and settlment of disputes had been drafted in considerable advance of the existing Act and somewhat on the lines of the Bombay Act and that the Government of Madras had corresponded with the U. P. Goverment in the matter.
