5. Proposals for the reorganization of the department were submitted to Government towards the end of the year The chief feature of these proposals is an automatic increase of the staff in proportion to th'e increase of the number of societies the provision of a reasonable limit to the expendture which Government may be expected to make upon the department and the provision by the societies t [...] Of the Inspectors one is in general charge of the milk societies and he is assisted by the Veterinary Assistant Surgeon on deputation to this department ; one is in charge of the Information Bureau ; nine are in charge of industrial' societies ; and the remaining 53 are in charge of the 5 935 credit societies in the Province. [...] In spite of the plentiful supply of candidates of the better class there is still a certain amount of nepotism in the selection of Supervisors in some places to the detriment of the societies. [...] This generally unsatisfactory state of affairs throughout the Province was aggravated by the persistence of the high prices of everything which the cultivator has to buy and by the politico-economic disturbances associated with the non-coperation movement which reached their climax towards the.end of the year in the Chandpur episodes and the subsequent strikes. [...] Allowing for the cash lent by the Federation to the Central Banks and by the Central Banks to the societies all of which is counted more than once in the total working capital we find that the actual cash employed in the societies is about 2-07 crores of rupees against the corresponding figure of 1'74 crores in the year before.
