Statement showing the rates of tree-tax prevalent in each district of the Bombay presidency ; also the rates of still-head duty and the maimum selling prices of.toddy spirit wherever that kind of spirit is consumed. iv V. Statement showing the maximum prices of country spirit and the rates of stilhead duty at present in force in each district of the Bombay presidency. [...] It left Government in ignorance of the quantities of liquor made and consumed of the cost of its manufacture of the rates of duty realised upon it of the strength and selling prices of the liquor sold and of the amount of the profits derived by the monopolists from their farms." Under this unrestricted farming system the district or talnok farmers generally sublet their shops by auction. [...] The control of Government over the abkari administration is exercised of course in many ways; but the most conspicuous directions in -which the force of the control is exhibited are as they strike one accustomed to other systems (1) the fixing of the strengths of liquor (2) the fixing of maximum prices of liquor (3) the prohibition of the circulation of liquor (except in very small quantities) [...] The fixture of the strengths of liquor is important for the following reasons :—(a) to enable the people to prtect themselves from being cheated ; (b) to facilitate the operations of the deparment in ascertaining the consumption of spirit in a district in keeping accounts in fixing the price in checking the movements of liquor and in preventing smuggling. [...] the restriction of consumption the supply of licit liquor the prevention of illicit dealings the raising of the price of liquor have been thoroughly determined and established.
