6. Plan of the Report.—As indicated in the procedure of enquiry the plan of work followed in preparing the report has been as follows : — (i) the various Sub-Committees have dealt with specific industries or specific aspects of industries and submitted detailed reports thereon in consonance with the Terms of Reference and (ii) with regard to the unspecified indutries not covered by the Sub-Com [...] Then the intervention of the war and consequent disturbances in trade and industry as well as in the civic life of Calcutta created many dfficulties in the work of the Committee. [...] The growth of the cotton mill industry during the first quarter of the present century is also partly attributable to the urgency of the requirement of the people of the province. [...] If it were possible to make a detailed study of Bengal's economic history which should cover not only the story of the consequence of political croscurrents but also the changes in the dispositions of rivers and their reactions on the habitation of men and their avocations the influence of the river system of Bengal on her economic history would hate been accurately revealed. [...] In the rock regions of Bengal in Midnapore Bankura Burdwan Birbhum and Darjeeling districts; there are three main classes of rocks : —(a) the ancient gneisses at the base; (b) the coal bearing strata of the Raniganj coalfield and Darjeeling Himalaya; and (c) certain newer Tertiary strata found under the laterite in the Midnapore area and in the foot-hills of the Himalaya.
