My father died suddenly of hearfailure on the 8th day of April 1924 and unfortunately he was not spared by the Almighty God to see the fruits of his labour and the actual publication of this hook and a melancholy and a painful duty has now devolved on me to present the second edition of this work of my late lamented father before the public. [...] As stated in the prospectus issued by the author it was not possible to print and present all the Local Acts as there has not been such a great demand for them apprently for the reason that they are all easily procurable locally for small prices and the demand for the third volume alone of the first edition which was devoted to an exhaustive examination and discussion of the leading principl [...] By various schemes for towplanning and for the municipalisation of the necessities of life and by single-minded devotion to the interests of the citizens at large he was able to make the municipality of Birmingham a model throughout the civilised world. [...] The work of municipal administration comprises not merely the understanding and application of general ideas as to sanitation and town planning but also includes a comprehension of the work that has been done elsewhere by way of legislation in the matter of municipal adminitration. [...] It is impossible for a councillor or any one interested in municipal administration adequately to dicuss municipal problems or to formulate municipal schemes unless he acquaints himself with the growth ofId the law on the subject and the trend of the legislation in various parts of the country.
