Even the administration of secondary schools required to be overhauled and the Department of Public Instruction Bombay could usefully adopt the grantin.aid and provident fund regulations of U. P. or the new regulations adopted by the University of Calcutta re the constitution of the managing committees of secondary schools in Bengal. [...] The seats for boys the black-board the book-shelf for the class-library the books themselves maps charts wall-pictures each and every one of these requires the closest possible attention on the part of the teacher or the headmaster. [...] The full importance of this problem is revealed by a realisation of the fact that we cannot wait for a whole generation to enjoy the benefits of elementary eduction and besides the narrow education implied by the teaching of the three R's there are numerous ways of enlarging the mind necessary for the population of a civilised country. [...] It may be mentioned here that in the newly started Andhra University of the Madras Presidency one of whose professed aims according to the very preamble of the Act constituting it is the gradual introduction of the vernacular as the medium Of instruction and examination a committee has just been appointed to consider the introduction of the reform even in the Intermediate and B.
