[...] dated the 19th May 1913 by which the Patna University Committee was constituted instructs us to frame a scheme for the establishment of a university for the province of Bihar and Orissa and it limits our discretion as to the nature of the scheme by impoing the following conditions :- (1) The university being intended for the benefit of the whole province the needs of all parts of the country [...] The daily give and take which the life of the college and the university requires and the new experiences which meet the student in the societies and on the playing fields will all tend to make him more manly and vigorous. [...] It follows that the university must start where the high school ends and that the quality of the material at the disposal of the former will depend almost entirely on the efficiency of the latter. [...] 8. The work of teaching in the central university will be shared between the four colleges the non-collegiate department and the university itself the university undertaking the whole of science and law and higher instruction in arts subjects and the others the remainder of the arts teaching.
