The ivasion of the Persian despot Nadir Shah in 1738 shook the empire to its foundations ; the battle of Pann'tput in 1760 and the ferocious triumph of the Abdalli laid it prostrate and for the time overthrew the Ilindoo power which was rising from the ruins of the imperial throne. [...] Independently of the general powers of legislation and of the exercise of supreme political authority over the territory of British India extending pratically to the declaration of war the conclusion of peace and the formation of treaties and alliances— the local Government is invested with certain special powers for particular purposes. [...] The business of each particular department should be prepared in that department and be submitted with the opinion of the members for the considertion and decision of the General Court of Directors ; but the letters should be signed and the responsbility be made to attach specially to the members of the particular committee. [...] But the greatest difficulty which the proposed plan of administration invokes remains to be noticed ; namely the disposition of the powers of the Board and the Court in such manner as to maintain a just equipoise without compromising the efficiency of the system. [...] The Board of Commissioners are empowered to check restrain and control the Court of Directors in all matters of a public nature ; but the Court have the power to remonstrate and ultimately to protest; and Section 33 of the last Charter Act provides that in case of a difference of pinion between the two authorities involving a question of law a reference shall be made to the Judges of his Maj
