In the act of 1793 we muft look for the powers vefled in Commiffiners in behalf of the State ; and in the Company under its double defcription managers of a limited exclufive commerce refponfible to the Proprietors ; and agents for the management of the landed revenues of the State refponfible to the Minifnersxvi ] of the Crown and to the Parliament of Great Britain. [...] Mahomedan fubje&s according to the prportion of their number and property to the population and property in the coutry mull be confidered and influence the attention of the new Sovereign who muft refpe& the prejudices of the many and preferve the rights of the whole. [...] But the name of the Moghul ought not to pervade Brig India; the Koran cannot be the guarantee of the"f xxxi rights and the prote&ion to Afiatic fabjeas of Great Britain becaufe the aa of Paliament has wifely guaranteed the Koran to Mahomedans the Shaffer to Hindoos in the Bengal provinces and the Veidam to the Hindoos in the Decan; and with this in view Great Britain may fafely compile a co [...] It is however a confederation of.great political magnitude and the friends of Great Britain and of the Company who have information and ablity to comprehend the fubje& and the dprogreffively to include the interefts of the whole in the exercife of the difcretioary powers of the aft may thereby effen tially ferve their country ; and from a refonable confidence in the co-operation [...] An account of the increafe and dficiency of the produce (hall be made out annually and according to the Cowle the revenue (hall be taken in money; or where fuch (hall be the cuflom the half of the produce fhall be given up to the Reyuts and the other half be retained as the (hare of the fovereign.
