The people forget that the Forest Department has to cater for the needs of posterity as well as for those of the present time and that whereas the labour of the engineer and of the agriculturist are productive of immediate results the full effect of the forest officer's labour is not as a rule visible for several generations to come. [...] Further unless the representatives of the people in Council realise the importance of their provincial forests the need for supporting the Forest Department and the necessity for spending a good proportion of the ForestINTRODUCTION iii Revenue on works of improvement such as the construction of export roads and of residential buildings for the staff the creations of plantations scientific res [...] The province of Bihar and Orissa provides no exception to the rule that prosperity involves increased wood consumption and to supply the ever-growing requirements of the people is one of the most important of the functions of the forests. [...] The great mass of the population of the province of Bihar and Orissa however are not townsmen but agriculturists who live in the country and those of them who are fortunate enough to live in the vicinities of forests know that the forests mean to them much more than the mere production of timber and that the success of their cultivation of field crops is intimately bound up with the existence of [...] Owing to the fact that the objects of the Forest Act were differently interpreted in the various provinces the Government of India in 1b94 formulated a more definite forest policy which aimed at a more liberal recognition of the claims of the villagers to forest produce for the supply of their personal wants the sustenance of their cattle and the needs of cultivation.
