It is not correct to say that the conclusion come to at the Conferrence was that subject to the sanction of the Secretary of State and to the existence of funds; land might be acquired in the vicinity of the present building for expansion It was declared that the scheme had been definitely decided on and must be carried out gradually ; that it was necessary at once to notify the land required for [...] It is in relation to projects above ten lacs the sanction of the Secretary of State is needed ; and as the idea was to acquire the land in two years the estimate might have been spread over two years and the delay due to the formality of obtaining the sanction of the Secretary of State might and may yet be avoided.
