(c) Does the fear of the imposition of fallow assessment compel zamindars to cultivate lands which they would not otherwise have cultivated 9. [...] The present period of 4 years to t year of cultivation for all crops and all modes of irrigation is unnecessarily a liberal allowance and there is no need for it as postponement of fallow assessment is allowed in cases where in the last year of fallow land cannot be cultivated owing to causes beyond the control of the occupant. [...] The reason why zamindars usually allow more f allows than is absolutely necessary is not because manure is not available but because the relations between the Zamindar and the Hari in the matter of Batai are fixed and therefore neither the zamindar nor the Hari considers it worth while to devote capital and labour to the application of manure and to ploughing the soil after the crop is reaped. The reason and justification for assessing only cultivated lands in Sind as opposed to the Presidency lies in the fact that in Sind the great proportion of holdings cannot be cultivated in full from year to year whereas in the Presidency the opposite is the case.
