[...] It may then be fairly concluded that the causes of the frequent changes in the position of the navigable channels are (1) the great disproportion between the sectional area of the upper and lower portions of the river and (2) the large quantity of silt carried down by the fresh water discharge from the upper into the lower section. [...] The embankment of the Kasai can scarcely be said to form an integral part of the original scheme as the irrigation was originally intended to be confined to the tract south of the canal and therefore the spill of the floods on the north would not necessarily have interfered with the irrigable lands; but the item is not large enough to affect the financial prospect of the scheme and need not the [...] Parts of the present Districts of Hugh and Balasor were then included in Midnapur; while on the other hand the tract of country on the west belonged to the neighbouring District of Bankura or as it was then called the Jungle Mahals; and all the Hijili portion of the District to the east and south formed a separate Collectorate.
