[...] Moreover the present stream of the Damodar enters that of the Hugli River at almost a right angle ; it therefore instead of helping the current of the latter river to overcome that of the Rupnarayan retards it dams it up and forming a backwater causes the formation of the Falta Sand and facilitates at the same time the creation of a backwater from the Rupnarayan from the effects of which [...] But if by throwing the stream of the Damodar into the Hugli at a good angle the combined stream proved stronger than that of the Rupnarayan the tidal basin now existing and enlarging would probably soon be acted on and silted up and as it silted the quantity of water and with it the force of current would diminish and no longer possess the power of causing the formation of sands in the Hugli [...] The following paragraphs illustrating the comparative density of the population in various parts of the District and of the effects of the epidemic fever in certain tracts are extracted from a report by the Collector of the District published as an Appendix to the Census Report : 'The most striking thing about the Census returns for Hugli and Howrah is the extreme density of the population in
