The following reference to the letter of instructions dated the 12th April 1786 addressed to him by the Court of Directors shows how -the hereditary tenure of the zamindars was from the first regarded as the proper security fot the payment of the revenue :— "The disapprobation of the Court had been excited by the frquent changes which -cad marked the financial system of their government of B [...] At the end of the year if the arrears with interest were not liquidated wither by the amin's collectors or by the payments othe defaulter the landed property of the latter in whole or in part and in the case of a farmer who had giVen security the property of his surety as well was lia'ole to be sold with the previous sanction of the Governor-General in Council on a report of the circumstan [...] These are incontesable proofs of the regularity with which the different parts of the revenue system are at length become adjusted; and of the ability of the Country to produce the amount of revenue which was assessed upon it under the permanent settlement." Regulation 1 of 1801.—The next modification of the law is found in Regulation I of 1801. [...] with a view to"introduce payment of arrears to prevent misappropriation of the remaining rents of the year or to obtain accurate information as to the assets of the estate in order to dispose of a portion at the close of the year. [...] menced the process of realizing by sale of mahals the arrears of land revenue due thereon and section V &fined an arrear to be any portion of an instalment of any month of the year unpaid on the first of the following month.
