Temporary exemptions from the limitation of hours of work and grant of periodic rest CHAPTER V.--REVIEW OF THE PRESENT POSITION IN RESPECT OF THE OBSERVANC [...] The normal working of the railways was in danger of being considerably upset by a threat of general strike and in the ease of the S. 1. Railway there was actually a strike in the months of August and September. [...] The total number of non-gazetted employees on the nine -Indian Government Railways at the end of 1945-46 was in the vicinity of 9.25 lacs: of them the number of persons governed by the Factories Act is estimated to be about 1.5 lacs and that of daily rated and inferior servants 7'25 lacs. [...] Article 14 permits the operation of the provisions of the Convention being suspended in the event of war or emergency endangering the national safety.. [...] all industries at present under the Factories Act mines and certain branches' of the Railway and iron works) the Commission recommends that the Government of India should be asked to adopt the principle of a 60-hour week."
