Sir Samuel Hoare the difficulty of course in the system of the White Paper is that there is not one system of administration necessarily I mean but there is the Government and —then there are the special responsibilities of the Governor and there is the Reserved Services of the Governor General and my first question to you would be what staff do you contemplate must be prvided for the [...] Moreover we do see difficulties in India that had better not be ignored namely the fact that the Governor has got to consider the representation of minorities in forming his Government and in the case of the Governor-General he has also got to cosider the representation of the States. [...] On that account it seemed to us much wiser in the interests of sound administration and in the interests of peace and concord between the two sides of the Goverment to give the Governor the fullest possible powers but to let him exercise them in the way that he thinks best in the cicumstances. [...] Has the Secretary of State ever considered the possibility of giving cetain officials who have a more :'r less independent or statutory status such as the Inspector-General of Police the Advocate-General and the AccountanGeneral the right of amass both to the Cabinet and to the Governor in order to avoid this invidious appearance 9—I am not sure how far we have considered the right of ac [...] I am drawing the distinction as I thought between what is in the Act of Parliament or in one of the Appendices to the Act of Parliament as defining what is to be in the Letters of Instrution.
