Index i-cxxiv Glossary cxxv-cxx vii i 62471 7 TERMS OF REFERENCE Generally To examine and report on the present conditions of agriculture and rural economy in British India and to make recommendations for the improvement of agriculture and the promotion of the welfare and prosperity of the rural population ; In particular to investigate— (a) the measures now being taken for the promotion of agric [...] It will not be within the scope of the Commission's duties to make recommendations regarding the existing system of landownership and tenancy or of the assessment of land revenue and irrigation charges or the existing division of functions between the Government of India and the local Governments. [...] (a) Do you wish to suggest means towards the better co-ordination of the activities of the Governments in India or to indicate directions in which the Government of India may usefully supplement the activities of the local Governments ? (b) Is it your opinion that the expert scientific knowledge required in the development of agriculture in the different Provinces could be supplied to a greater ex [...] Briefly the object was to provide for a permanent central body representative of both the cotton trade and the Agricultural Departments which would permit of the co-ordination of work bring the cotton trade and industry in closer touch with those engaged on the improvement of cotton growing and which would advise the Goverment of India and Local Governments. [...] 7. The constitution of the Committee is defined in the Act (Indian Cotton Cess Act and Rules) and it is sufficient to say here that the additional members appointed under Section 4 (xi) include representatives of the Mysore and Indore States a representative of the Agricultural Department in Sind and additional representatives of the Agricultural Departments in Madras and the Central Provinces.
