The expediency of penaising the giving of advances to secure the labour of children and the execution of bonds pledging such labour should be examined by Government. [...] Where women are employed in carrying loads the weight of the loads and the height and distance to which they have to be carried arc not to be such as to involve risk of injury to the health of the women. [...] The Government of India have decided that no legisltion in the matter is necessary and the Government of Madras have been addressed to secure a reduction in the hours of work at the Madras Port to the level recommended by the Commission without recourse to legisltion."11 PART I. Action taken on recommendations not disposed of. [...] The institution of a prosecution is subject to the santion of the authority dealing with the claims arising out of deductions from wages or delay in the payment of wages or the appellate court as the case may be. [...] After consideration of the views of the local Governments and the interesed public the Government of India decided that central legislation on the subject was not called for but suggested to the local Government legilation in Bengal where both official and non-official opinion was strongly in favour of the proposed measure.
