According to the arrangements arrived at with the Provincial Governments it was decided that 5o per cent of the cost on account of the staff in the Provinces should be borne by the Provincial Governments concerned while the remaining cost of the Scheme including the cost of the headquarters staff should be borne by the Government of India. [...] On the whole uniform methods for the collection of budgets and tabulation of the data have been followed but certain variations in the schedules adopted for the enquiries and in certain minor details had to be made to respect the wishes of the local authorities. [...] The following statistics from the Report of the Chief Inspector of Factories show the number of working factories and the average daily number of persons employed in 1943:— Name of Industry. [...] Sampling: —In view of the scattered industrial labour population in the city and the absence of any defined system the arrangement of houses in various localities except in factory settlements it was not feasible to adopt the method of sampling by tenements for the selection of a truly randon sample. [...] The results of the analysis of the 482 family budgets have been discussed in Part II of the Report.
