a general constituency other than u European constituency or the Leib or the Ajmer-Merwara constituency unless— (a) his name is entered on the electoral roll of the constituency or of another constituency of the Legislative Assembly situate in the same province; (b) in the case of a non-Muhammadan Muhammadan or Sikh constituency in the province of Madras Bombay Bengal the Punjab or Bihar and [...] (2) Subject to the provisions of these rules the Governor General in Council shall make regulations in regard to the following matters namely:— (I) the authority by whom the electoral roll shall be prepared and the particulars to be contained in the roll (2) the time at which the roll shall be prepared (3) the publication of the roll in the constituency to which it relates (4) the mode in whic [...] Death of candidate before poll.--Tf a candidate who has been duly nomnated dies after the date appointed for the scrutiny of nominations and before the date appointed for the taking of a poll the Returning Officer or Other authrised person referred to in sub-rule (3) of rule 11 shall upon being satisfied of the fact of the death of the candidate countermand the poll and report the fact to [...] (4) For the purposes of clause (a) of sub-rule (1) the date oft which the return of the election expenses and the declarations referred to in rule; 19 are received by the Returning Officer shall in the case of a candidate who has made such return and declaration in the manner provided in sub-rule (4) of that rule be deemed to be the date on which the declaration of the candidate under that su[...] 6265 dated the 21st Septeniber 1909 or who on the 1st day of January next preceding the publication of the electoral roll was the sole alienee of the right of Government to the payment of rent or land revenue in respect of an entire village in the presidency of Bombay excluding Sind or was the sole holder on talukdari tenure of such a village.
