The vastly more complex administration now demanded of all units ; the heal'y increase caused in Services and Deparments by the introduction of Cost Accounting ; the meticulous control exercised by the financial authorities ; and the rigid interpretation by these of the letter rather than the spirit of rules and regulations. [...] If it does not and the General Officer Commanding considers the report or return to be necessary he can direct the submission of it to the Controller of Military Accounts by the medium of District Orders. [...] To avoid the duplication of work a tabulation of the duties of officers and clerical establishments should be posted up in the offices of all Units and formations. [...] After careful consideration and with the unanimous concurrence of all the representatives present we suggest the introduction of the following system for the issue of amendments to publications issued under the authority of the Government of India :—. (a) The necessity for a correction should he..thrashed out by the Suggested Procedure. [...] Although it may appear that the introduction of this system will involve considerable extra work to the distributing centre this work is only of a temporary nature due to the republication of a mass of books as an aftermath of the War and in the course of a few years the publiction of books will largely diminish.
