The Development of Indian Polity

1917

The Imperial Government is now responsible for the safety of the whole of the British Empire and the foreign policy of the Empire with its consequential liabilities of peace and war is now in the hands of the British Cabinet and Parliment and the people of the United Kingdom. [...] The resolution adopted is a momentous one in the history of the British Empire and is in the following terms :- " The Imperial War Conference is of opinion that the readjustment of the constitutional relations of the component parts of the Empire is too important and intricate a subject to be dealt with during the war and that it should form the subject of a special Imperial Conference to be summ [...] Keith the welknown authority on the subject came to the conclusion that the constitution of a federal Parliment for the British Empire and a federal Executive must necessarily lead to the modification of the exising constitutions of the self-governing Dominions and that the proposals are not likely to find accetance from the statesmen of the United Kingdom and the Dominions. [...] The former comprises prblems of immigration and tariffs between the various parts of the Empire as well as between the Empire and the outside world while the latter relates to the establishment of a position of equality with the United Kingdom in the administration of Imperial affairs. [...] While the problem of immigration was largely viewed from the standpoint of the white races of the Empire the problem of Tariffs has been looked at largely from the point of view of the United Kingdom and like disabilities have been imposed on the commercial and economic development of India and the Colonies.
