There are many valuable works on the Law of Lanlord and Tenant in Bengal —but while giving athple details of the procedure it was not within the scope of any of them to refer to the principles which have guied legislation on the subject or to the historic changes which have in process of time revolutionised the legal and social relation betweet two of the most important sections of the [...] The social condition of The people therefore was that throughout the length and' breadth of this vast country wretched in the extreme there were only a few scores of wealthy Zemindars who had fattened on the life-blood of the Ryot; and the rest of the people remained a ragged and penurious mass crushed under the overwhelming oppressions of the vastly superior class.6 TNTRODUCTION. [...] He holds it by the law of the coutry on the tenure of paying certain contribution to Government and the heritable quality of the lands is alone sufficient to prove that they are the properties of the Zemindar. [...] Campbell says that the fields which he held in his distinct capacity as a cultivator were never in the slightest degree confounded by the native Governments with his official contract or Zemindary tnure." This distinction between the right of the cultvator in the soil and the right of the Zemindar to the receipt of the land Revenue from the cultivator is in Mr. [...] The gnerous resolution was adopted of sacrificing to the improvement of the country the prOprietory rights of the sovereign.
