2. During the whole of the year under report the charge of the office of the Inspector-General of Registration was held by me. [...] The chief causes which led to the increased expenditure are (1) the opening of new Sub-Registry offices (2) the employment of temporary establishments and in some cases additions to permanent establisments to cope with increased work and (3) the opening of temporary SuRegistry offices for registration of agricultural leases of one year and less period in the Thalia and Kolaba Districts. [...] (b) Fees for the issue of a commission levied under Article XIV of the Fee Table were by Departmental Orders held to include "fees for attendance of the Commissioner at private residence to take evidence on commission." (6) An important change has been introduced in the practice of the Department under section 40 of the Indian Registration Act. [...] Shortly after the close of the year 1912 proposals were submitted by me for the reorganization of the Bombay Sub-Registry office and the improvment of the pay and prospects of the establishments then employed and these were sanctioned by Government Resolution Financial Department No.
