According to the arrangements arrived at with the Provincial Goverments it was decided that 50 per cent of the cost on account of the staff in the ∎Provinges should be borne by the Provincial Governments concerned while the remaining cost of the Scheme including the cost of the headquaters staff should be borne by the Government of India. [...] the Local Administration Gauhati is still "the headquarters of the Commissioner and of the Judge of the Assam Valley districts as well as of the ordinary district staff." The earthquake of 1897 destroyed most of the buildings of Gauhati but the town has since been rebuilt. [...] The total number of persons employed in the various trades and industries in Gauhati was according to the estimates of the Commissioner of Labour Assam 6 918 in 1938 and 9 ;931 in 1944-45 the period of the present enquiry.
