[...] It appearing from his report that " the khals or natural drainage channels which once led from the swamp to the Hugh and were formerly r.avigable for small craft throughout the year had so silted up as to be only capable of carry;ng off the marginal oveflow during the monsoon and that the want of drainage was the probable cause of the prvalence of the type of fever in thane particular loca [...] To place before the Council in a clear light the manner in which the drainage of the Bengal villages was effected during the rains he would with permission read some passages from a mernprandum written by.himself'which would be found in the appendix to the report of the Epidemic Commission of which he had the honor to be w membet"22 RAJA DIGAMBAR MITRA. [...] " In lik7 manner the Eastern Bengal Railway its feeders when the mine have crossed the water-courses of villages tying on the eastern bank of the river Hooghly and of others more inland 'Jut situated to the west of the line have obstructed the drainage of those places ; the fall of the villages lying on the eastern bank of the river Hooghly as I have before observed being towards the east [...] But the proposed measure while it provided for the drainage of the bheels and paddy-fields made no provision for the removal of the obstructions to the free drainage of the villages.
