Under the peace system a considerable amount of work falls upon the unit since apart from the work of preparing the Pay Bill/Pay List the amount claimed on the Pay List has then to be disbursed to the other ranks by means of the Pay and Mess Book in which are recorded all deductions to be made from the man's pay on account of regimental cuttings etc. [...] In the case of payments to allottees in the United Kingdom the sum is paid by the Regimental Paymaster in the United Kingdom and the R. P. B. T. (I) recovers the amount from the B. 0. R's account. [...] It can be assumed that the major part of the burden of epansion (except in so far as is involved in the transfer of all accounts of I. O. Re to the war system) when the impetus of the war moves from the West to the East will fall upon the C. P. B. T. (I) since the whole of the Indian Army is already in the pay of the M. A. D. in one form or another and the greater part of the expansion will be [...] We are however of the opinion that the Army is itself to a considerable extent responsible for the difficulties which have arisen and are still taking place in the organization and also that the ignorance of the soldier in pay matters is to some extent the cause of the prevalent distrust and complaints as to the way in which his pay accounts are being handled. [...] notifications of promotions relinquishments transfers and other iformation affecting the soldier's entitlements and consequently the keeping of his account should reach the F. C. P. at the earliest possible moment since this is the information from which the credit and in some cases partly the debit side of his account is maintained from the beginning to the end of his Army career.
