The Committee reported that ‘ there was a genuine long-standing and deep-seated desire on the cart of the educated Oriya classes of the Oriya-speaking tracts for amalgamation of these tracts with Orissa under one administration The Report of the Philip-Duff Committee formed the basis of the case presented to the Simon Commission in a memorandum prepared on behalf of the Government of India and a [...] The Committee recommended that if the province of Orissa was to be created it should include the Orissa Division Angul the Khariar zamindari of the Baipur district and the greater part of the Ganjam district and of the Vizagapatarn Agency tracts. [...] The details of the area comprised in the province as defined in the first Schedule of Part I to the Government of India (Constitution of Orissa) Order 1936 are reproduced below :- (1) That portion of the Province of Bihar and Orissa which is at the date of this Order known as the Orissa Division thereof."4 (2) Areas transferred from the Presidency of Madras The Ganjam Agency tracts; (ii) the fol [...] the taluks of Ghumsur Aska Surada Kodala and Chatrapur and so much of the taluks of Ichapur and Berhampur as lies to the north and west of the line described in Part 11 of this schedule; (iii) so much of the Parlakimedi estate as lies to the north and east of the said line ; and (iv) the following areas in the Vizagapatam district that is to say the Jeypore (impartible) estate and so much of [...] Just after the close of the year 1936 the Government of India announced that with the approval of the Secretary of State it had been decided that the selection of the new Capital site should be left to the decision of the new Government to be taken after the 1st April 1937.
