2. A perusal of the notes in the files in connection with the reorgansation of the Cinchona Department had impressed upon me the unsatisfactory position of the present working of the department and in particular the absence of any welthought-out plan of work whether short-period 'or tonperiod. [...] I personally visited the Mungpoo factory and keenly felt the need of a careful review of the present position of the Cinchona Department with a view to bring out the defects from which it now suffers and to suggest proposals for a rational reorganisation of the Department. [...] It will also appear from a scrutiny of the schedules that the really expensive part of the scheme is the separation of the plantation and the factory; for no post is abolished either on this side or that but many officers are recommended for higher pay; the only saying being the abolition of the special pay of Mr. [...] An additional reason is that the Cinchona Department depend on the co-operation of the Forest Department in extending their planttions and this co-o.peration can best be secured by giving the Conservator of Forests some definite responsibility with regard to the growing of cinchona." Secondly under the reorganisation scheme the function of the Congevator is very limited. [...] This would improve the prospects of each officer; but this would at the same time improve the working of each branch of the work which would be in the hands of qualified persons and there will also be a General Manager.who will co-ordinate the work of all the branches for the benefit of each.
