His Excellency next referred to the rules recently framed for the association of Standing Committees with the different Departments of the Government of India and trusted that this change in the adminitrative machinery would result in benefit both to the Members of the Legislature and to the Departments concerned. [...] As these pages will show it is not the length of the session but the intensity of the work accomplished which furnishes the test of the success achieved; and judged by this test the record of the Simla session was a worthy one. [...] Dale' moved in the Council of State the following resolution This Council recommends to the Governor General in Council that he may be pleased to convey to the Secretary of State for India and through him to the Goverment of His Imperial Majesty an expression of the keen sense of apprehension and disappointment created in the public mind in India by the pronouncement of the Prime Minister in [...] The Secretary in the Home Department explained that the Government of India were fully alive to the need for retrenchment and economy and announced that in respect of the strength of the Executive Councils in the Presidencies the opinions of the local Governments concerned had already been invited and would be forwarded as soon as they were received by the Government of India with an expression o [...] up for discussion when Sir William Vincent moved in the Legislative Assembly for the Appointment of a committee to examine and report on the amendments which might be desirable in the electoral rules relating to the Council 'of State the Legislative Assembly and the Provincial Legislative Councils apart from questions affecting the franchise and the consttuencies of the various chambers.
