District Advisory Committees.—With a view to ensure the effectiveness of the priblicity and propaganda and also of the demonstration work of the deparment in the districts it would be necesary to enlist the sympathy and support of the leaders of the local people. [...] The Board will control the policy and develoment of the Animal Husbandry Branch and subject to the control of the Board the Livestock Expert will have ordinary powers of a head of department. [...] The council shcald aim at a close co-operation between the scientific departments of the Government and the non-official scientific men and instittions of the pravince - and also utilise as far as practicable the research labortories of the Universities and the Coleges for the investigation of special problemS. [...] 6. It will be the duty of the new organisation either directly or through the existing organisation of the Indutries Department to maintain a continous contact with the industries and apprise them sufficiently in advance of the requirements of the Government so as to give them a chance of equipping themselves adequately. [...] In fact ore of the duties of tIA Special Officer should be to ascertain 'by free and constant exchange of views with the local manufacturers the manner in which the latter may hare a larger share in the stores ptirvliase of the Government of India.
