Sir I have the honour to forward the report from the Chief Inspector of Factories ou the administration of the Indian Factories Act during the year 1912. [...] The posts of Certifying Surgeons for the Town and Island of Bombay were held by the Presidency Surgeons from the beginning of the year until the 30th of June 1912. [...] 30 85 1 476 1 591 '81 The decrease in the percentage—the lowest on record—is Trobably due to the increase in the number of persons employed by reason of the addition of factories to the roll under operation of the new Act ; as also in a measure to the extra precautions taken by inspectors to ensure the proper maintenance of guards. [...] The plug was unseated and to escape from the rush of steam the man made towards the flue-end of the boiler and was suffocated by the fames. [...] Omissions here are frequently traceable to the lack of intelligence or apathy in the time-keeper's department of mills and it has required the exercise of much tact and patience on the part of Inspectors to ensure the carrying out in a proper manner the principles suggested in the clauses at issue.
