But credit is still the foundation of the whole co-operative movement and in the words of the Royal Commission on Agrculture the main activities of the coperative movement must confine to be directed to the expansion of the rural credit system." No development of special type non-credit institutions should therefore detract from the iperative necessity of devoting complete and constant a [...] Want of adequate rain in the early part of the year retarded the growth of jute and paddy in most of the districts of the Rajshahi Division and in the western part of Murshidabad. [...] The fall in the sale of ganja is due mainly to the political movement directed against this sale in the latter part of the year as also to the cultivation of ganja in Bihar. [...] The experience of the co-operative movement however in respect of stream schemes has not been very happy and there is in cosequence considerable reluctance on the part of the possible members to organise themselves on a co-operative basis to take up the construction of such weirs unless the services of a qualified overseer are placed at the disposal of the societies.
